What big European country did not participated in the Eurovision Song Contest 1998-2010?

Explanation

Italy was one of the original seven countries at the first ESC back in 1956. In the period 1998 to 2010 the country chose not to participate because of a lack of interest from the Italian population. In 2011, however, the country returned, and the Big Four became the Big Five.
